The Day the Safety Net Failed A year ago two tiny mountain lion kittens from the town of Solvang exposed a huge hole in California's mountain lion protection policies. Twenty years ago California voters passed Proposition 117, setting the standard for lion protection by banning the killing of lions for fun and labeling them a "specially protected mammal." However, the California Department of Fish & Game still has not written any type of official manual for how mountain lions should be managed to uphold this unique title; and unfortunately, two kittens learned this short-coming firsthand.
